Lieutenant Colonel Mann was born in Burbank, California in 1970. He enlisted in the Marine Corps Reserve in 1987. Lance Corporal Mann served as a cannon crewman with 5th Battalion, 14th Marines until receiving an NROTC scholarship in 1989. He was honorably discharged from enlisted service as a Corporal, USMCR.

1st Battalion, 25th Marines was originally established in Boston, Massachusetts as an infantry company in the early 1920s. It was not until some years later that the unit attained battalion status.
